[Measures for solution] Including a tag acquiring section 11 that acquires, as search tags for searching for observation information acquired by an observation information acquiring section 20 in response to an acquisition order at one time point, user identifying information, cell identifying information, information on date and time of observation information acquisition, information on maintenance work, apparatus identifying information, activity data variation information, and an image tag; a storing section 12 that stores, into an archive section 13, respective sets of the observation information acquired at respective time points upon assigning to them the search tags; a search criterion acquiring section 14 that acquires, as a search criterion, information containing at least one of the information items and the image tag that constitute the search tags; and a retrieving section 15 that searches through the archive section 13 using the search criterion as acquired and retrieves data containing search-tagged observation information to which search tags that are matched with the search criterion have been assigned.
