A throttle valve includes a throttle valve element (62); a support member (33) that supports the throttle valve element (62), the support member (33) including a valve element support portion (51), and a shaft portion that is connected to the valve element support portion (51), the shaft portion having a gas passage and an inlet port; a mounting member (36) that mounts the support member (33) in a throttle valve flow passage (48); a filter (35) that is disposed on an outer peripheral surface of the shaft portion to cover the inlet port, in a space whose axial length is defined by the shaft portion and the mounting member (36); and gaskets (71) that are respectively disposed between one axial end of the filter (35) and the mounting member (36) and between the other axial end of the filter (35) and the shaft portion.
