An ultralightweight high operating temperature structure made from a reticulated vitreous carbon foam material forming a honeycomb-like microstructure of open cells connected by solid vitreous carbon filaments as the substrate (10) for a uniform coating on the filaments of a refractory material such as rhenium to give the substrate (10) structural properties. Valve components (26) and the like fabricated in substrate form from the reticulated vitreous carbon foam material are covered with a sheath or skin (40) of a refractory material such as rhenium which seal the material for pressure as well as providing the surface finish requirements for mechanical interfaces and flow passages.
