The utility model discloses a control device and a control system for battery packs. The control device for battery packs comprises a communication component used for acquiring measurement information of a battery pack, and a control component connected to the communication component and used for generating first control information according to the measurement information, wherein the first control information is used for controlling charge and discharge of the battery pack. By adopting the control device and the control system, the problem that the performance of a battery pack can be easily damaged during charge and discharge in the related technology is solved.
