The utility model provides a position holding device for a rotary rod and a vehicle door locking device employing same. The position holding device comprises the rotary rod and a torsion spring capable of elastically holding the rotary rod at a first position and a second position. The torsion spring comprises a reeling portion and a first arm portion and a second arm portion, wherein the first arm portion and the second arm portion extend from the reeling portion and are oppositely arranged with a clamping portion of the rotary rod arranged in between, the central portion of the first arm portion has a mountain-shaped portion, and the second arm portion has a force application portion. Action force applied by the force application portion acts on the rotary rod as a braking force against the action force of the mountain-shaped portion, thereby lowering the abutting noise when the rotary rod abuts a backstop part.
