The utility model discloses a sleeve tube soft hole-opening tool which comprises a torsion transmitting handle, a universal joint and a drilling head, wherein the torsion transmitting handle is connected with an output shaft of a hydraulic motor, one end of the universal joint is connected with the torsion transmitting handle, the universal joint is composed of a plurality of rotary bodies connected in series, every two rotary bodies are connected through steering blocks, and the drilling head is connected at the other end of the universal joint. The sleeve tube soft hole-opening tool can drill holes in a regular shape in a sleeve tube, is low in working pressure, and is safe and reliable in operation.
