The device comprises a segmented closing valve FD I, a segmented closing valve FD II and a segmented closing hydraulic valve integrated block JCK. The FD I comprises a hydraulic control reversing valve V1 and an electromagnetic reversing valve V2. The segmented closing valve FD II comprises a hydraulic control reversing valve V3, a shuttle valve S1 and three cartridge valves C1, C2 and C3. The segmented closing hydraulic valve integrated block comprises two stroke reversing valves V4 and V6 and two electromagnetic reversing valves V5 and V7. The segmented closing valve FD I is used for realizing a first segment of closing curve under a water pump direction, the segmented closing valve FD II is used for realizing a second segment of closing curve under a water turbine direction and the water pump direction, and the segmented closing hydraulic valve integrated block is used for judging the segmented closing inflection point under the water turbine direction and the water pump direction. The device is used for adjusting the different closing speeds of the water-pumping and energy-accumulating machine set under the water turbine direction and the water pump direction, so that the safe and reliable running of the water-pumping and energy-accumulating machine set is guaranteed.
