The present invention discloses a microcapsule rubber-breaking agent and its preparation method. Said microcapsule rubber-breaking agent composition includes (by wt%) 85.5-91.2% of capsule core material, 8-13% of coating layer and 0.8-1.5% of additive, in which said capsule core material includes single component selected from persulfate, hypochlorite, hypobromite, potassium hypermanganate and potassium dichromate or their combination. Its preparation method includes the following steps: adding the above-mentioned raw materials into a side-spray fluidized bed, adding bonding adhesive solution and starting said side-spray fluidized bed. The covered rate of its products can be up to above 99.8%, and its effective component content ca be up to 90%.
