The method comprises the following steps: calculating an allowable income value; calculating a unit load allowable income value; calculating a power transmission and distribution cost value needing to be borne by a voltage-level power consumer; calculating the power transmission and distribution costborne by the users accessing the low-voltage-level power grid and sharing the high-voltage-level power grid by the users accessing the low-voltage-level power grid; calculating power transmission anddistribution prices of general industrial and commercial users; calculating power transmission and distribution prices of large industrial users; calculating an income reduction value caused by electric quantity reduction; calculating an increase in income in the open market; calculating to participate in the marketization transaction due to the transfer of industrial and commercial users; calculating a unit cross subsidy amount undertaken by industrial and commercial users in the control market; calculating the cross subsidy amount of the industrial and commercial users in the marketizationmarket; calculating a transfer cross subsidy amount; and calculating the cross transfer electric quantity according to the cross subsidy amount. The method can accurately and quickly determine the cross transfer electric quantity.
