The invention discloses a self-compact concrete pouring construction method and a pouring construction device. The method includes the steps of S1, conveying concrete to a first trailer pump through atank truck; S2, conveying the concrete into a first turnover material hopper through the first trailer pump; S3, controlling a storage battery car to convey the first turnover material hopper to a second trailer pump; S4, transferring the concrete in the first turnover material hopper to a second turnover material hopper through the second trailer pump, and driving the storage battery car back tothe starting point; S5, controlling the second turnover material hopper to perform pouring construction on a track plate; and S6, controlling the first turnover material hopper to supplement the material in real time according to the concrete condition in the second turnover material hopper. The continuous construction operation of the whole process from the manufacturing of the self-compact concrete in a mixing plant to the pouring on the track plate is ensured, meanwhile no residual self-compact concrete can be generated in the whole pouring construction process, and therefore the materialwaste and environmental pollution are reduced, the labor intensity of operators is relieved, and labor cost and material cost are reduced.
