The invention provides an offline payment method and device, a server, a mobile terminal and a device with a storage function. The offline method comprises the steps that a server receives a request of a mobile terminal for obtaining a first secret key; the server performs decentralized operation by adopting a first decentralized factor related to the mobile terminal and a second decentralized factor related to the server to obtain a decentralized key; the server encrypts the first secret key by using the scattered secret key to obtain a ciphertext of the first secret key; and the server sendsthe ciphertext of the first key to the mobile terminal, so that the mobile terminal stores the first key and performs offline payment by using the first key. By means of the mode, safe offline payment can be achieved.
