The invention discloses a waterproof and full-biodegradable tableware structure and a manufacturing method thereof. The tableware structure comprises a biodegradable paper base material and a biodegradable waterproof film, wherein the biodegradable paper base material is provided with a first surface and a second surface, and the biodegradable waterproof film is formed on the first surface and/orthe second surface. According to the structure and method, the effects of full biological decomposition and environmental protection of tableware can be achieved.
