The invention provides an externally used pharmaceutical composition for skin dryness, fissures and palmar keratosis, and a preparation method thereof. The pharmaceutical composition comprises the following active ingredients in parts by weight: 100-2000 parts of urea, 0.1-1 part of progesterone and 100-1000 parts of mink oil. The pharmaceutical composition can be made into externally used preparations including creams, ointments, gels, or any one of pharmacologically acceptable preparations for external use in combination with pharmacologically acceptable excipients. The pharmaceutical composition of the present invention is suitable for treating skin problems such as skin dryness, fissures and palmar keratosis, and has better curative effect and less side effect than ordinary urea dosageforms for external use.
