The invention discloses an electric conduction asphalt blending and laying device, which comprises a baiting main body of an electric conduction medium, and a stirring main body for stirring the electric conduction medium and asphalt, wherein the baiting main body of the electric conduction medium comprises a filler device and a screen cloth device; a filler box bottom plate of the filler device is provided with through holes for electric conduction medium baiting; the screen cloth disk of the screen cloth device is provided with sieve holes; the screen cloth device controls the screen cloth disk to move relative to the filler box bottom plate through a screen cloth motor; when the through holes of the filler box bottom plate coincide with the sieve holes on the screen cloth disk, the electric conduction medium enters a receiving hopper, and is conveyed to a stirring box shell by a scraper blade conveyer through the receiving hopper; the revolving speed of the screen cloth motor is regulated to regulate the coincidence time of the sieve holes on the screen cloth disk and the through holes on the filler box bottom plate so as to regulate the falling speed of the electric conductionmedium; the stirring main body comprises a stirring shaft with stirring paddles; and the stirring shaft is fixed in the stirring box shell through a bearing and is connected with a stirring power mechanism. By use of the electric conduction asphalt blending and laying device, the stirring and the laying of electric conduction asphalt concrete can be realized in one time.
