The normalizing process comprises the following steps of heating in a nitrogen protection negative pressure atmosphere, preserving heat for 900 to 950 DEG C, wherein the total heating time is greater than or equal to 2.0 minutes per millimeter, and carrying out spray cooling after discharging from a furnace. According to the method, a suitable normalizing heat treatment process is selected, pearlite plus ferrite plus bainite structure with grain refinement is obtained in the full thickness direction of a steel plate, the grain size reaches the level 8.0 to 9.0, the steel plate has higher room temperature tensile strength, the transverse average impact power of 0 DEG C reaches 100J or above, the high-temperature yield strength Rp 0.2 is greater than or equal to 197 MPa at 400 DEG C, the high-temperature tensile strength is greater than or equal to 517 MPa, and the transversebending is good; and the surface of the steel plate is free of iron sheet under high-temperature condition, so that a high-temperature-resistant steel plate with good surface quality and excellent comprehensive performance is obtained. The method has the characteristics of strong normalizing process innovation, stable product quality and being capable of realizing batch production.
