The invention discloses a water-based photoinitiator of a fluorene-containing structure and a preparation method and application of the water-based photoinitiator. The water-based photoinitiator is provided with the structure shown as the general formula (I) (please see the specifications for the general formula (I)), by adopting the technical scheme, the novel water-based photoinitiator of the fluorene-containing structure is provided, and by further introducing water soluble groups such as carboxylate, quaternary ammonium salt and betaine into the fluorene photoinitiator structure, the photoinitiator with high water solubility is obtained. The water-based photoinitiator has very high acid and alkali resistance and is hardly migrated, and using conditions are not limited.
