The invention belongs to the technical field of steel, and particularly relates to a low-silicon and low-aluminum martensitic stainless steel containing a rare earth element and a smelting method thereof. The technical problem to be solved by the invention is to provide a smelting method for a low-silicon and low-aluminum martensitic stainless steel containing a rare earth element. Based on the total mass of the low-silicon and low-aluminum martensitic stainless steel containing the rare earth element, the martensitic stainless steel comprises less than or equal to 0.10% of Si, less than or equal to 0.015% of Al, 0.08-0.15% of C and 0.010-0.020% of rare earth; the smelting method comprises the following steps of electric arc furnace refining, LF furnace refining, VOD furnace refining, LF furnace deep refining, pouring and electroslag remelting, wherein the rare earth is added in the LF furnace deep refining process after the reduction, and then steel is produced. The method provided bythe invention can change the morphology of non-metallic inclusions in low-silicon and low-aluminum martensitic stainless steel.
