The invention discloses an off-site law enforcement system and method without influencing passing time and speed for overload governance and belongs to the technical field of traffic management. The system comprises a first ground sensing coil, a second ground sensing coil, an automobile minimum ground clearance measuring instrument, a vehicle snapshot unit, an LED screen, an image recognition module, a main control computer, a storage module, a wireless communication module and a data processing module. By triggering the first ground sensing coil to start the vehicle snapshot unit, license plates and vehicle motion images are recorded, and then the second ground sensing coil is triggered to start the automobile minimum ground clearance measuring instrument; the LED screen is used for displaying vehicle information; the passing time of vehicles on a road is compared with a spacing measured under the condition of load limitation according to vehicle types to judge whether the vehicles are overloaded or not, then the vehicle motion images are utilized for auxiliary judgment on the height and loading conditions, and meanwhile, through interconnection of the wireless communication module and a road management system, control management of the vehicles on a toll station is carried out. The mode does not need vehicle parking for inspection, is convenient in operation and has a wide market application prospect.
