The invention relates to a distributed static series compensator configuration and operation control method. The method includes a configuration phase and an operation control phase of a distributed static series compensator. In the configuration phase, the typical daily output data of wind power is extracted according to historical data, and the configuration location and capacity of a distributed static series compensator are determined with a minimum line blocking rate as a target in multiple scenarios. In the operation control phase, the operation control of the distributed static series compensator is realized with lowest operation cost of the system as a target with the combination of a configuration results of the distributed static series compensator according to a typical scenarioextracted during the configuration phase, and a control strategy of the distributed static series compensator in each scenario is given. Compared with an existing power flow control strategy of flexible AC transmission equipment, the proposed strategy can fully utilize the flexible characteristics of the distributed static series compensator, a transmission line congestion problem caused by an offshore wind power access system is effectively alleviated, and the operation cost of the system is reduced.
