The invention relates to a laying device for a deep-water flexible submarine pipeline. The laying device comprises a laying tower frame, at least one tensioning mechanism, a suspension clamp, at leastone angle adjusting mechanism and an auxiliary operation mechanism, wherein the laying tower frame is rotatably arranged on a deck of a pipe-laying ship, the at least one tensioning mechanism is arranged on the laying tower frame along the vertical direction, and the suspension clamp is arranged on the side wall of the deck, opposite to the at least one tensioning mechanism and used for clampinga pipeline to avoid the pipeline from shaking. The two ends of the at least one angle adjusting mechanism are connected with the laying tower frame and the deck, and the at least one angle adjusting mechanism is used for adjusting the angle of the laying tower frame. The auxiliary operation mechanism is installed on the laying tower frame and the deck and is used for assisting the laying, abandoning and receiving of the pipe. The laying device for deep-water flexible submarine pipeline has the advantages of reasonable and complete structure, complete functions, modularization and convenient assembly; and in addition, and pipe feeding and laying as well as pipe abandoning and receiving in special cases can be safely and effectively realized.
