The invention discloses a tilting wing mechanism and a tilting rotor wing unmanned aerial vehicle. The tilting wing mechanism comprises a tilting shaft, a tilting wing, a mounting shell, a steering engine and a first propeller mechanism, wherein the tilting shaft is used for being fixedly connected with a main wing of the tilting rotor wing unmanned aerial vehicle; the tilting wing is rotatably arranged on the tilting shaft; the mounting shell is arranged on one side, far away from the main wing, of the tilting wing; the steering engine is arranged in the mounting shell and is used for drivingthe tilting wing to rotate relative to the tilting shaft; the first propeller mechanism is arranged on the mounting shell; the steering engine is provided with an output shaft; and one end, far awayfrom the main wing, of the tilting shaft penetrates through the tilting wing and extends to be connected with the output shaft. According to the tilting wing mechanism disclosed by the invention, thefirst propeller mechanism is arranged on one side, far away from the main wing, of the tilting wing, and downwash flow generated by the first propeller mechanism on the main wing can be effectively reduced when an unmanned aerial vehicle is in a vertical take-off and landing mode, so that the effective lift of the first propeller mechanism is improved; furthermore, the main wing is influenced by the downwash flow little, so the unmanned aerial vehicle flies stably and the control difficulty of the unmanned aerial vehicle is reduced.
