The invention provides a monitoring method and a monitoring device for monitoring operation safety of an industrial control system, the industrial control system and a computer readable medium. The monitoring method comprises the following steps: acquiring a data packet from an industrial control network of the industrial control system; analyzing an application layer of the data packet to obtaina physical characteristic quantity of the industrial control system; and monitoring abnormal operation of the industrial control system based on the physical characteristic quantity.
