According to the present invention, a lubricating liquid filling type super-smooth paper sheet is designed and prepared, the resistance of various oil stains are investigated and studied, and the paper sheet is applied in the study of crude oil transportation; the method comprises: depositing the adhesion layer of a paper sheet, depositing a fluorinated layer, filling with a lubricating liquid, and other steps; according to the study, through the alternating deposition of the adhesion layer and the fluorinated layer, various oil stains can be repelled after the lubricating liquid is filled, and the clean surface can be retained by immersing in the dyed oil phase; the super-smooth paper sheet has good applications in the anti-pollution and non-destructive transportation of crude oil; the method has characteristics of simple preparation process, controllability and availability, strong stability, and is suitable for large-area preparation and application; and the product is suitable for applications in daily life, and is further suitable for industrial fields such as anti-fouling and crude oil transportation and the like.
