The invention discloses an active load balancing method for an electric power optical network. The load balancing method comprises the following steps: step 1, predicting a service of the electric power optical network according to a family ideological algorithm and a neural network algorithm; step 2, carrying out optical fiber link load state analysis; and step 3, analyzing the historical load state record of the base station by using a time sequence analysis model, and optimizing the load balance of the network through a resource distribution strategy when the network predicts that a new service is about to arrive.
