The method comprises the steps of determining a current to-be-paid fee of a payer; checking whether funds in the account ofthe payer can pay the fee or not; if not, initiating an expenditure request to a financial institution system, so that the financial institution system issues a loan to the payer account according toa loan credit line signed with the payer in advance, and freezes a fee amount; after the payment condition is met, initiating an unfreezing request to the financial institution system; and carrying out payment processing after the fee amount is unfrozen. According to the invention, the online financing settlement service can be provided for the user, and the pressure of capital shortage of the user in a certain period is relieved.
