The invention discloses a new energy consumption method considering peak regulation and cross section dual constraints, which comprises the following steps of: dividing peak regulation operation intervals according to a threshold value of a rotation reserve capacity of an electric power system; according to the peak regulation operation interval, determining the maximum consumption amount of the power system to the new energy; dividing section absorption capacity based on the section safety and stability limit, the section safety margin and the section actual output; and periodically monitoring a peak regulation operation interval and a cross section absorption capability state, distributing the maximum absorption amount to each new energy field station, and determining an active target instruction of each new energy field station. The invention also discloses a corresponding system. According to the power system rotation reserve margin, the section safety and stability margin and theactual operation level of the power grid, the system operation interval is refined. The active power distribution algorithm of the new energy field station under each operation scene is given, and onthe premise that safe and stable operation of the system is guaranteed, maximum utilization of the peak shaving capacity and the channel capacity is achieved, and efficient utilization of new energy is achieved.
