The visible-light signal includes data, a preamble, and a payload. A first and a second luminance value appear along a time base in the data, and the first and second luminance values appear alternately along the time base in the payload, the duration of time in which each of the first and second luminance values continues is larger than a first prescribed value and is determined in accordance with the signal and a prescribed scheme.
