The invention discloses a method for measuring frequency varying characteristics of resistivity and a dielectric constant of layered soil. The method comprises the following steps that S1, voltage values and current values under different impact power supplies are obtained under the same inter-electrode distance; S2, according to the voltage values and the current values, the varying function thata voltage and a current are varied along with the frequency is calculated; S3, the voltage values and the current values under the different inter-electrode distances are obtained, and the synchronous waveform of the voltage values and the current values under the different inter-electrode distances is obtained; S4, the voltage amplitudes under the different frequencies, the current amplitudes under the different frequencies and the phase difference between the voltage amplitudes and the current amplitudes are obtained in a decomposition mode through a Fourier algorithm; and S5, the frequencyvarying characteristics of the resistivity and the dielectric constant of the soil are calculated. The method has the following advantages that the result is precise, the impact power supplies are low in cost and large in impact, variation of the resistivity and the dielectric constant of all layers of soil along with the frequency can be reflected, data of different frequencies are obtained at atime, multiple measuring is not needed, the measuring time is greatly saved, and measuring is efficient.
