The embodiment of the invention discloses a display panel and a display device. The device panel comprises a first substrate which comprises a display area and a step area arranged at one side of thedisplay area, wherein the step area comprises a first region, a second region and a binding area; the first region is a coverage area of the vertical projection of the second substrate at the step area of the first substrate, and pins are arranged at the binding area; a planarization layer and an orientation layer are arranged on the surface, adjacent to the second substrate, of the first substrate; the orientation layer is arranged at one side, adjacent to the second substrate, of the planarization layer, and the planarization layer is located at the display area, the first region and the second region; a groove is arranged at a surface, adjacent to the second substrate, of the planarization layer of the second region, and the groove at least extends to the first region from the second region. The display panel disclosed by the embodiment of the invention avoids the condition that the orientation layer is spread to the binding area, the condition that the subsequent binding effect ofthe driving chip is influenced since the orientation layer covers the pins is avoided, and the display performance of the display panel is improved.
