The invention relates to a battery pack management device for replacing a storage battery monomer. The battery pack management device comprises a programmable power supply, a storage battery monomer,a shift switch, a control panel and a load element, the programmable power supply comprises a positive output end and a negative output end, the storage battery monomer comprises a positive outgoing line and a negative outgoing line, the positive outgoing line is connected with the shift switch and then is connected with the positive output end and one end of the load element, and the negative outgoing line is connected with the shift switch and then is connected with the negative output end and the other end of the load element. The programmable power supply can perform independent charging for the storage battery monomer to avoid the problem that the charging is not balance caused by inconsistency of the performances of the monomer, prolong the service life of the storage battery monomer, ensure that each storage battery monomer can perform standby power supply in a full charge state and greatly improve the cruising power of the storage battery pack.
