The invention relates to a drilling-free blind plate and a drilling-plug-free well cementation process adopting the same. The drilling-free blind plate comprises an upper connector, a lower connector,a sealing mechanism and a blind plate inner core, an annular step protrudes from the inner wall of the lower portion of a thread of the lower connector and clamps the blind plate inner core togetherwith the bottom end of the upper connector, and the blind plate inner core and the upper connector, as well as the blind plate inner core and the lower connector form sealed blind ends respectively. According to the drilling-plug-free well cementation process, the drilling-free blind plate is adopted, a drifting tool is lowered after well cementation is finished, and the blind plate inner core iscrushed. The drifting drill bit can be directly lowered to crush the blind plate for normal drifting, the risk that the drill plug damages a sleeve is avoided, and the complexity of the tool and the construction process is greatly simplified.
