The invention provides a cationic polyurethane-polyurea water dispersion, and a preparation method and application thereof. The dispersion is mainly prepared from the following raw materials: a) at least one polyamine containing tertiary amino groups, wherein the polyamine containing the tertiary amino groups at least contains two functional groups with reactivity with -NCO, and the functional groups are selected from primary amino groups and/or secondary amino groups; b) at least one polyhydric alcohol with functionality of 2-4 and with a number-average molecular weight of from 500 g/mol to 15000 g/mol; c) at least one polyisocyanate component; d) at least one nonionic polyhydric alcohol which is different from the component b) and has a number-average molecular weight of from 500 g/mol to 10000 g/mol; e) at least one neutralizer; and optionally other components. The invention provides the cationic polyurethane-polyurea water dispersion which is simple to operate and easy to control and has improved film-forming performance, heat resistance and yellowing resistance.
