The invention belongs to the technical field of phase change materials, and in particular relates to a low conductivity phase change fluid and a preparation method thereof. The phase change fluid is prepared from the following components in percent by mass based on total mass of the phase change fluid: 5-30% of a phase change material, 0.1-8% of a surfactant, 0.01-1% of a nucleating agent and thebalance deionized water, totaling 100%. The phase change material is a mixture of one or more than two of aliphatic esters. By means of synergistic action of the components, in particular, selection of the phase change material, the phase change fluid is good in insulating property, the conductivity is smaller than 0.3 [mu]S/cm, and the using demand in a special field which has a strict demand onconductivity is met.
