The invention relates to a lead-acid storage battery having excellent low-temperature starting performance. An electrolyte used for the lead-acid storage battery is a dilute sulphuric acid solution, stannous sulfate and citric acid are added to the electrolyte, and the addition quantity of the stannous sulfate and the citric acid in a single-lattice battery accounts for 0.35-0.50% and 0.25-0.40% of the mass of the electrolyte of the single-lattice battery. The stannous sulfate and citric acid composite additive is added to the battery electrolyte, the low-temperature starting capability at -18DEG C is remarkably improved, the low-temperature discharging time can be maximum prolonged by 83 seconds compared with the lead-acid storage battery which is not added with an additive, the low-temperature starting capability at -41 DEG C is also improved to a certain extent, and the battery discharging time added with the additive can be even prolonged by 30 seconds compared with the discharging time of the battery which is not added with the additive and is improved by 20% or above.
