The method comprises a step (1) of raw data collection including the collection of the basic data of a transformer district, wherein the collection of the basic data comprises a step of obtaining monitoring data of a distribution transformer monitoring terminal from a measurement automation system, wherein the monitoring data comprises a three-phase voltage, a three-phase current, a monitoring voltage at a terminal monitoring point, and a transformer operation gear position, and a step of obtaining annualload monitoring data of a 10kV line in the transformer district from a dispatching automation system, calculating voltages, active power and reactive power at maximum, average and minimum loads, andobtaining a model and capacity of a distribution transformer, a wire cross section and a line topology. The method also comprises a step (2) of determining a low-voltage transformer district with a low-voltage phenomenon and obtaining the transformer district with the low-voltage phenomenon through the above data acquisition, and a step (3) of judging the cause of the low voltage and managing according to the cause, judging the reason for the low voltage of the transformer district according to a transformer district low voltage analysis algorithm, judging the reason for a low voltage of the line according to a 10kv line analysis algorithm, and outputting measures for the low voltage.
