The invention discloses a permeable pavement with a semi-rigid permeable cushion. The permeable pavement with the semi-rigid permeable cushion comprises a graded gravel foundation cushion paved on a road bed, a semi-rigid permeable mortar cushion located above the graded gravel foundation cushion, and a rigid permeable pavement structure layer located above the semi-rigid permeable mortar cushion.The construction method of the permeable pavement with the semi-rigid permeable cushion includes the steps of construction of the graded gravel foundation cushion, preparation of curing agents, preparation of permeable mortar, construction of the semi-rigid permeable mortar cushion, and construction of the permeable pavement structure layer. With the construction method thereof to cure a sand cushion to form a continuous and porous semi-rigid whole, the permeable pavement with the semi-rigid permeable cushion has the advantages of having good anti-erosion performance and durability, avoidingerosion and loss of the sand cushion, preventing permeable bricks or permeable concrete from penetrating rainwater, allowing the sand of the underlying sand cushion to be washed into the graded gravelfoundation cushion to avoid voids under the permeable bricks or the permeable concrete, and preventing inclination, dislocation and mud on a surface layer.
