The invention discloses a nitrogen-fixing type coal-saving agent for a cement clinker short kiln. The coal-saving agent is prepared from, by weight, 35-50 parts of rare earth tailings, 6-18 parts of asiloxane flame retardant, 4-10 parts of magnesium stearate, 15-25 parts of hydrated alumina, 10-20 parts of hydrated magnesia and 2-8 parts of hydrophilic fumed silica which are mixed with one another. The coal-saving agent aims at a calcining cement process system for short-flame rapid burning, the short kiln adopts coal with a high combustion value, after mixed coal mixed with the coal-saving agent is burned, compared with the same amount of raw coal after combustion, NOx in the coal-fired flue gas is reduced by 50-60%, and the energy consumption of cement clinker is reduced by 5-15%.
