The invention discloses a coal uncovering outburst-proof construction method for excavating a high-concentration gas tunnel in a penetrated coal layer. The method includes parallel guiding coal uncovering operation and main tunnel coal uncovering operation and specifically comprises the steps of comprehensive forecasting of advance geology, determination of the position of the coal layer, prediction of outburst of coal and gas, emission of the gas, detection of an outburst-proof measure effect and finishing of coal uncovering and rock cross-cut coal uncovering. Before a gas tunnel runs throughthe penetrated coal layer, the gas pressure needs to be detected, and it is needed to conduct drilling for pressure relief when the gas pressure is too high; the pumping time does not need to be as long as possible, and when the drilling gas pressure is lower than 0.74 MPa, pumping can be stopped; meanwhile, the higher the pumping negative pressure is, the higher the volume flow rate of pumped gas is, and therefore the pumping negative pressure of the gas should be increased as much as possible. The coal uncovering outburst-proof construction method for excavating the high-concentration gas tunnel in the penetrated coal layer has a great coal uncovering outburst-proof detection and prevention function and improves the efficiency and safety of excavating the gas tunnel in the penetrated coal layer.
