The invention discloses a lever-type damping device and a cable-stayed bridge equipped with the lever-type damping device, which relates to the technical field of bridge vibration control. The lever-type damping device in the invention is always in a moment balance state with a fixed second rotating shaft as a center. When the stay cable vibrates in the plane, the vibration of the stay cable is directly transmitted to the first damping device through the first lever and transmitted to the second damping device after the second lever rotates through the first lever, so as to realize the in-plane vibration damping effect. When the stay cable vibrates out of plane, the vibration of the stay cable is amplified by the out-of-plane lever and transmitted to the first damping device, so as to realize the out-of-plane vibration reduction effect. A speed locking device is installed between the cable and the lever damping device, so that the lever damping device can be installed in the construction stage and play a vibration damping role, and the lever damping device of the invention can maintain a torque balance state no matter in construction or after the installation is completed.
