The method comprises the steps of: when a target MDC creation instruction is received, creating afirst target container of a corresponding target MDC, operating a user state progress in an exchange device in the first target container, creating a virtual exchange unit by a drive progress operatedin the first target container, and performing initialization processing of the virtual exchange unit; when a configuration instruction of a corresponding relation of a target exchange instruction ofa target interface plate and a target MDC and a target MDC creation instruction for the target interface plate is received, sending the target MDC creation instruction carrying with the correspondingrelation of the target exchange chip and the target MDC to the target interface plate to allow the target interface plate to create a second target container of a corresponding target MDC, operating the user state progress of the exchange device in the second target container, and performing initialization processing of the target exchange chip by the drive progress operated in the second target container. The MDC implementation method and device can achieve MDC for the user state software.
