The invention provides a regeneration cleaning solution for a plate-type denitration catalyst, and a cleaning method using the regeneration cleaning solution. The regeneration cleaning solution is prepared from the following raw materials: 0.25-0.50wt per mill of a low foam surfactant, 1.8-4wt per mill of an ion complexing agent, 0.15-0.7wt per mill of a scale remover, 0.10-0.50wt per mill of a fluorine-containing surfactant, 0.3-1.0wt per mill of carboxymethyl cellulose, 2-5wt per mill of Na2HPO4, 0.1-0.5wt per mill of a defoamer, and the balance of water and alkali. The regeneration cleaningsolution and the cleaning method provided by the invention have the advantages that the problems of the conventional regeneration cleaning solution that the plate-type denitration catalyst regeneration effects are unsatisfactory, and the plate-type denitration catalyst is likely to be damaged during regeneration are solved; and for a catalyst which is inactivated due to SiO2 and CaSO4 attached tothe catalyst surface, the silicon content and the calcium content in the catalyst surface can be effectively reduced, so that the catalyst achieves the effects of a fresh catalyst and is reactivated.
