The invention provides a battery thermal management device, which comprises a liquid storage tank, a pump body, a heating refrigerator, a plurality of battery boxes, a pipeline and a battery management module. A battery management module includes a plurality of temperature sensors for measuring temperature information of a plurality of battery modules, Heating refrigerator, temperature sensor electrically connected control module, control module receives and according to the information collected by the temperature sensor to control whether the pump body is started and whether the heating refrigerator heats or refrigerates the heat conduction medium.
