The invention provides a hydrate inhibitor which is prepared from the following ingredients in weight percent: 10 to 50% of terpolymer, 45 to 85% of an ether cosolvent and 1 to 30% of a dispersing agent, wherein the terpolymer is vinyl pyrrolidone, vinyl caprolactam and isopropenylancetylene-methacrylamide, and the dispersing agent is at least one of methylcellulose, sodium carboxymethylcelluloseand hydroxyethyl cellulose. Meanwhile, the invention further provides a preparation method and application of the hydrate inhibitor. The hydrate inhibitor disclosed by the invention can be applied toinhibiting generation of natural gas hydrate in gas-field exploitation, processing and conveying process and has the advantages of obvious inhibiting effect, small use amount and small harm to environment.
