The charging device comprises a processing module, a communication module, a service providing end device and an execution terminal, wherein the processing module is used to calculate an incentive fee acquired by the service providing end device according to a service provided by the service providing end device; the communication module is used for communicating with the execution terminal corresponding to the account of the service providing end device according to the incentive fee; the service providing end device applies forjoining in a subordinate resource management system and provides services for a service demand end device through the scheduling of the resource management system; and the execution terminal is usedto update the account of the service providing end device according to the incentive fee. On one hand, the schedulable resource capacity of the resource management system has no upper limit so that the stability of a service is guaranteed; on the other hand, the scheduling is executed according to the demand of the service demand end device and service differentiation is ensured. A reward mechanism is arranged for the service providing end device so that more service providing end devices are attracted to join in the system, and better services are provided for the service demand end device.
