An electromagnetic-wave-absorbing filter comprising an electromagnetic-wave-absorbing layer, an insulating layer, and an electromagnetic-wave-shielding layer in this order from inside; the electromagnetic-wave-absorbing layer being constituted by a laminate of at least two electromagnetic-wave-absorbing films; each electromagnetic-wave-absorbing film comprising a plastic film and a thin metal filmformed on a surface of the plastic film, the thin metal film being provided with large numbers of linear scratches in plural directions; the acute crossing angle theta s of linear scratches in each electromagnetic-wave-absorbing film being 30-90 degrees ; the linear scratches in two electromagnetic-wave-absorbing films being crossing; two electromagnetic-wave-absorbing films having different lengths; and a ratio of the length L 2 of a shorter electromagnetic-wave-absorbing film to the length L 1 of a longer electromagnetic-wave-absorbing film being 30-70%.
