The invention discloses a new method for clean recycling of waste paper. The new method includes following steps: using a self-made efficient deinking agent NEW-1 to disintegrate the waste paper at normal temperature and in neutral conditions to obtain deinked broken paper pulp. Pulping wastewater can be recycled after a self-made inorganic/organic high molecular composite material is used to adsorb, flocculate and settle the pulp wastewater; calcium carbonate in deinked sludge is subjected to acidic ammonium salt decomposition, purification and cyclic carbon ammonium conversion to obtain lightweight calcium carbonate. The whole process realizes normal-temperature neutral deinking of the waste paper, zero discharge of the wastewater and recycling of the deinked sludge. Compared with existing alkali-method deinking processes, the new method has the advantages that cyclic economy is realized, and the new method is short in flow path, low in energy consumption and cost, clean and environment-friendly.
