A non-stack protocol frame is imported into a 5G-oriented core network system; network elements in the network system are recombined; the control plane and the user plane of the network are decoupled; control function logic in the core network system is concentrated in the control plane; the control plane is separated away from a data plane; the control function logic is concentrated; and the data plane is flatted. The purposes of simplifying the signal interaction, reducing the process delay and reducing the network signal cost is achieved.
