The invention discloses a dual-mono-stable combination permanent magnetic operating mechanism capable of realizing short-time closing and a method. The mechanism comprises a non-magnetic casing (18),a mono-stable permanent magnetic mechanism (19) disposed inside the non-magnetic casing (18), a non-magnetic material spacer (9), an subsidiary mechanism (20), a guide rod (1) which penetrates throughthe non-magnetic casing (18) and is slidably connected with the non-magnetic casing (18), and a spring support post (17) which is wrapped around the guide rod (1) and is in rigid connection with thenon-magnetic casing. The permanent magnetic operating mechanism is advantaged in that the subsidiary mechanism (20) is added, closing, opening and short-time closing command modes are provided, closing and opening operation employs a traditional mode, short-time closing operation employs a novel mode, the subsidiary mechanism (20) is further arranged for facilitating operation, the closing holdingtime is greatly shortened, the mechanism opening motion time is further shortened, and the short-time closing result is finally realized.
