The invention provides cationic waterborne polyurethane resin which contains carbon dioxide-based poly(carbonic ether-ether)polylol of a structure shown as a formula (I), contains polylol groups and has the structure shown as a formula (II). The carbon dioxide-based poly(carbonic ether-ether)polylol with a specific structure is designed; the carbon dioxide-based poly(carbonic ether-ether)polylol with a long-chain structure can be used as an internal crosslinking agents; then, the carbon dioxide-based poly(carbonic ether-ether) dibasic alcohol is used as a soft section to obtain the cationic waterborne polyurethane resin. By using the specific structure, the reaction speed for synthesizing the waterborne polyurethane resin is decelerated, so that the polymerization reaction is stably performed; the gelling problem in the existing reaction process is reduced; in addition, the polylol can well improve the flexibility of the cationic waterborne polyurethane.
