The invention provides a refrigerant heating device and an air conditioner. The refrigerant heating device comprises an outer barrel (1), an inner barrel (2), fins (7), a refrigerant pipeline (5) anda heating component (6). The inner barrel (2) is located in the outer barrel (1), an outer chamber (3) is formed between the inner barrel (2) and the outer barrel (1), and an inner chamber (4) is formed in the inner barrel (2). The fins (7) are arranged in the outer chamber (3) and connected between the outer wall of the inner barrel (2) and the inner wall of the outer barrel (1). The refrigerantpipeline (5) penetrates the outer chamber (3). The heating component (6) is arranged in the inner chamber (4). According to the refrigerant heating device and the air conditioner, the heat of the heating component can be transferred into the refrigerant pipeline in the outer chamber through the inner barrel and the fins, so that heat transferring is more even, and the heat is fully transferred tothe outer chamber, and the heat transferring amount is larger; and a refrigerant in the refrigerant pipeline obtains evenly distributed heat, even temperature is achieved, and the heat exchange efficiency is effectively improved.
